Generating District Heating from Waste in Ukraine

AFRY conducted a pre-feasibility study for the Ukrainian city of Poltava in the past year and this year, which indicates that the facility would reduce the annual amount of landfill-destined waste by 150,000 tons. Additionally, the facility would reduce the use of natural gas in district heating production. If implemented, the facility would be the first modern waste-to-energy plant in Ukraine.

As part of the project, AFRY arranged a visit for representatives from Poltavateplonergo, the district heating company in Poltava, in June to a modern circular economy and waste-to-energy facility located in Vilnius. AFRY was responsible for the construction and installation supervision of the Vilnius facility. Representatives from the Vilnius waste-to-energy plant, which began operating in 2020 and is based on the same technological concept as the planned facility in Poltava, shared their experiences with the Poltavateplonergo team.

During the visit, Poltavateplonergo representatives gained valuable insights into various aspects of the project, including the bidding phase, procurement, turnkey contracting, and waste management as part of district heating solutions.

About the project

The DemoUkrainaDH Programme provides funding and technical assistance for projects that demonstrate benefits of state-of-the-art district heating technology and system solutions. The Programme has been running since 2012 and some 20 projects are completed or under implementation.

AFRY's part in it

AFRY (former) ÅF-Industry was awarded a contract by NEFCO to perform Baseline Study, Development and Preparation of Demonstration Project, Preparation of Project Proposal, Preparation of proposal for PIU Support, and PIU support for a number of entities within the DH sector in Ukraine.

Main components in investment pipeline:

Installation of new gas, biomass boilers, Rehabilitation of HoBs, Installation of a small-scale CHP for production of electric energy for the needs of the boiler house., Replacement of district heating pipelines and obsolete and deteriorated pipelines in basements of the buildings. Conversion from 4-pipe supply system to 2-pipe system and substantially reducing the heat losses. Installation modern prefabricated individual heating substations (IHSs) with brazed heat exchangers, downsized control valves and heat meters in residential and public buildings Retrofit and balancing of building internal heating systems. Installation of frequency controlled network distribution pump for variable flow. Installation of variable speed network distribution pumps. Installation of a SCADA system for collection and presentation of operation and consumption data for each IHS.

Zhytomyr District Heating Energy Efficiency Programme

Energy efficiency Zhytomyr project financed by the Government of the Swiss Confederation, represented through the State Secretariat for Economic Affairs (SECO) in the framework of Swiss Financial Assistance to Ukraine. One of the investments lots comprise installations of complete wood fired organic Rankine cycle combined heat power (CHP) plant with a capacity of 1.2 MWel. and 5 MWth. As an additional component Zhytomyr district heating company financed the reconstruction of existing gas boiler house with replacement of network pumps and modernisation of automation system taking into account waste heat from new Biomass CHP Plant.

Type and scope of services provided:

Pro-Energy provided turn-key elaboration of Detail Design and Estimate Documentation, as well as local project implementation for both specified Projects:

  • Support to Uniconfort and ZTKE to implement the SECO-financed project, including development of detail project design documentation, local procurement services, supervision and monitoring of supply, works and FIDIC contract for Plant and Design Built
  • Collecting of all necessary data for design., Preparation new mass/temperature balance of boiler house.
  • Fulfilling recalculation of hydraulic conditions of district heating networks taking into account of changing heating regulation output.
  • Design new PFD and P&ID for boiler house.
  • Selection of main and auxiliary equipment.

Sustainable district heating in Cherkasy

In central Ukraine, in the city of Cherkasy, our team undertook a significant project to upgrade the district heating system. This system, originally built during the Soviet era, was outdated and inefficient. Starting with a feasibility study in 2007, ÅF (now AFRY) supported the project's implementation until the end of the defects liability period in 2015, providing solutions for a more sustainable and cost-effective infrastructure.

Key objectives included the installation of Individual Heat Substations, replacement of underground pipelines, and the introduction of biomass into the fuel mix to reduce greenhouse gas emissions and production costs. The project aimed not only to modernize the system but also to empower customers with control over their heating supply.

After an extensive feasibility study conducted in 2007 by ÅF’s (AFRY) staff on site in
Ukraine, the EBRD approved 2008 a loan of € 11,2 million. As a result of the project, that at the time could be seen as a pilot project for the country on the border of the EU, a large part of Cherkasy’s inhabitants would be provided with improved district heating supply that
would also be affordable.

The project's success was attributed to a strong consensus among stakeholders about the importance of renovation, with residents informed about long-term savings. Results were positive, including a 20% reduction in gas consumption and improved environmental impact.

Cherkasy's district heating project has become a model for other Ukrainian cities seeking similar investments in upgrading their infrastructure. The city's success has generated significant interest and recognition and it even attracted visitors interested in the project and the city itself.

The aim and purpose of the project was to gather information on the current status and capacity of wastewater treatment plants (WWTP) in the Lviv region and to identify the potential of using sludge from the wastewater treatment plants for energy generation.

The options considered were biogas production, composting and incineration.
An additional project target was to select 2 pilot WWTPs for energy generation using sludge. There are 50 WWTPs in the Lviv region. Of these, 18 were analyzed in the study and 10 were selected for site visits to assess their actual environmental and technical conditions. Two pilot projects were selected based on their capacity and readiness for energy conversion: Drohobych WWTP and Chervonohrad WWTP.

The project was to prepare a bankable Feasibility Study (FS) for the private company Thermosystems for the construction of a new 100 MW grid-balancing power plant BESS in Pervomaisk, Kharkiv region.

There is a need for new flexible balancing capacity in Ukraine: the Ukrainian energy grid
does not currently comply with the requirements for adequacy of generation capacities. Ukrenergo has also confirmed an additional need for 2 GW of flexible generating capacities across Ukraine. Key configuration option is to combine gas engines with
a battery energy storage system (BESS). This option includes 5 x 10 MW engines and 50MW/50MWh BESS.

The objective of the project was to conduct a pre-feasibility study on different options for alternative heat supply sources for the City of Ukrainka. All heat energy to the city’s (population app. 21,000) District Heating (DH) system is supplied by Trypilska Thermal Power Plant (TPP), which has proven an undependable heat source in the last few years due to the unreliable supply of coal. The city does not have any alternative sources of heat energy; hence it is fully dependent on TPP.
