AFRY supports 70 MWac solar PV project in the Philippines as Owner’s Engineer

Delivering Expert Engineering Support for a Strategic Solar Development in Northern Luzon

AFRY is supporting Linglingay Power Corporation, a project company under HEXA Renewables, Singapore, in the development of a 70 MWac / 78 MWp ground-mounted solar PV power plant in Gamu, Isabela, Philippines.

A strategic solar development for Northern Luzon

The solar plant is located on a 76-hectare site in Barangay Linglingay, Gamu, Isabela. The project will connect directly to the Luzon Grid through NGCP’s Gamu 69 kV switchyard via a 1.2 km double-circuit transmission line.

Once operational, the 70 MWac facility will support the Philippines’ national renewable energy targets while enhancing grid reliability in Northern Luzon, one of the country’s fastest-growing energy demand regions.

From acquisition to construction: AFRY’s end-to-end involvement

AFRY was initially engaged as Technical Consultant during the Technical Due Diligence phase of the asset’s acquisition. Following the transaction, Linglingay Power Corporation appointed AFRY as Owner’s Engineer for the project’s pre-construction phase.

AFRY’s scope during pre-construction includes:

  • Review of the client’s design packages and site data
  • Layout optimisation across the 76-hectare site
  • Preparation of Employer’s Requirements / Minimum Technical Requirements for EPC tendering
  • Development of complete tender documents (ITB, technical and commercial forms)
  • Full tender management: bid issuance, clarifications, evaluations, recommendations, and negotiation support

This comprehensive scope ensures a technically sound and competitively tendered project, fully aligned with international engineering standards.

Owner’s Engineer for the construction phase

Following EPC contractor engagement, AFRY continues its role as Owner’s Engineer during the construction phase, delivering:

  • Design review to confirm compliance with standards, constructability and best engineering practices
  • Full-time site supervision and construction monitoring
  • Support during testing, commissioning, and handover

AFRY’s multidisciplinary team oversees quality, safety, and performance across all stages of development and execution.
