The local energy utility Oulun Energia chose ÅF as the most competent and competitive technical consultant for the project through a public procurement process. For ÅF the contract represents consulting work worth for a couple of millions of euro. The CHP plant is a waste-to-energy plant, where power is generated from incinerating municipal and industrial waste. The project includes construction of a new waste incinerating boiler, which will be connected to existing turbines and new waste handling and flue gas treatment plants. The project is implemented mainly by ÅF Finnish subsidiary with the support of ÅF's international resources. The project will also give significant sub-consulting opportunities for the local design companies in the region. This is the first modern waste to energy CHP plant in North Finland. The CHP plant is scheduled to be taken into operation in 2012. It will be capable to convert 120 000 tons per annum waste to 50 MW industrial steam.
