AFRY enters a new framework agreement with the Norwegian Nuclear Decommissioning Agency (NND)

AFRY has been chosen as technical consultant to support the safe decommissioning and radioactive waste management of Norway’s nuclear facilities. As part of the framework agreement, AFRY will provide expert services to support the development of safety assessments and safety cases in line with international standards, ensuring regulatory compliance and a safe decommissioning process.

NND, the Norwegian government agency responsible for the safe and efficient decommissioning of nuclear facilities at Halden and Kjeller, is also mandated to manage the long-term, responsible management of radioactive waste.

Under the framework agreement, AFRY will develop and refine NND’s safety-related management systems, delivering tailored training programmes to strengthen internal competence in safety assessments and safety cases, and leading the implementation of advanced methodologies that integrate safety and security protocols. The support will cover methodologies for both newly designed and legacy nuclear facilities, as well as facilities for the storage and management of spent fuel and radioactive waste.

AFRY’s role also includes strategic advisory services, internal control, and third-party reviews—ensuring that best practices and regulatory compliance remain at the core of the decommissioning process.

The framework agreement is set for three years, with the potential to extend up to seven years. A total of three companies have secured agreements with NND, with an estimated combined value of up to 230 MSEK. The order value for AFRY is not specified.
