AFRY and Finnforel at the front of land-based aquaculture development
Leading the way in aquaculture with advanced technology
The aquaculture industry is undergoing a profound transformation as both technological innovation and new business models take center stage. With environmental challenges tied to traditional farming methods, the demand for cleaner, more efficient food systems has never been greater. During the last two years, AFRY has supported Finnforel, a front runner in this shift.
For Finnforel, sustainable aquaculture is more than a business. It is a purpose-driven mission. Guided by a commitment to creating a healthier planet, they’ve integrated cutting-edge technology with a philosophy of maximum efficiency and minimum waste. This is seen most prominently through their use of Recirculating Aquaculture System (RAS) technology.
“RAS allows us to optimise every stage of the fish farming process. By constantly purifying 95% of the water and reuse it, we significantly reduce waste and environmental impact while maintaining a toxin-free and antibiotic-free environment for the fish”, explains Tommi Mäkinen, CTO at Finnforel.
But Finnforel’s innovation doesn’t stop at water recirculation, which is already used by other players and is at the core of the industry’s advances. The company aims to create a closed-loop resource model that ensures nothing goes unused. The RAS process produces side streams such as sludge and overflow water, which are rich in nutrients. What was once a challenge for the industry is now viewed as an opportunity, as these by-products are transformed into valuable resources like fertiliser and bioenergy. Overall, Finnforel has created a fully integrated value chain, starting from the feed production, passing through all the stages of trout farming and ending with fish processing and packaging.
“This ‘high-in-taste, low-in-waste’ approach embodies everything we stand for,” Tommi add. “It’s about thinking holistically—not just about how we farm fish, but how every by-product can contribute positively to the cycle.”

A vision built on responsibility
Finnforel’s commitment to sustainability extends beyond technology; it’s deeply rooted in their business model. By focusing on 3’000-ton model farms, they’ve scaled in a controlled, responsible manner, steering clear of traps others in the industry have fallen into.
“Our priority has always been scaling strategically and sustainably. Every decision we make is driven by the balance between innovation, economic viability, and environmental stewardship. We’re proud to prove that sustainability and profitability can go hand in hand”, says Tommi Mäkinen.
By expanding into new markets and reaching consumers worldwide, Finnforel aims to make high-quality, responsibly farmed fish more accessible.
Collaboration at the core of innovation
During the last two years, AFRY has supported Finnforel in organising and developing early project phases such as site assessments, feasibility studies, and concept design for projects in Middle East and Europe, which are now in progress.
The goal of the collaboration is that AFRY will act as the main enabler for Finnforel projects internationally. There is one blueprint model at the core of Finnforel’s concept, and this model must be translated into reality in several countries, each one with its own specific features and needs.

AFRY’s expertise in project management, engineering, procurement, and construction management ensures Finnforel executes their vision effectively, whether facing technical complexities or adapting to local needs in new markets.
“From the initial design phase to operational efficiency, AFRY is supporting Finnforel in scaling their projects across the globe. And the personal relationship among our teams was a key in approaching complex situations”, says Claudio Ferro Head of Aquaculture & Blue Foods at AFRY.
Setting new industry standards
Finnforel’s efforts have ripple effects beyond just farming. Their work influences broader industry practices, combating overfishing, protecting ecosystems, and shaping how consumers approach seafood. According to the team, this is intentional.
“We believe in making sustainability the standard, not the exception. By rethinking traditional methods and creating viable solutions, we’re showing others in the industry what’s possible. This is how real change happens”, Tommi state.
Looking ahead, Finnforel’s ambitions remain focused yet vast. With plans to expand into markets like Middle East, the UK, Japan, and the US, the company is well on its way to establishing land-based farms that redefine sustainable protein production.
“The vision doesn’t stop with us, we want to be a catalyst for systemic change. By sharing our knowledge and scaling our model, we’re enabling other farms to adopt these practices and replicate success.” concludes Tommi Mäkinen.
AFRY will continue to be a critical ally as Finnforel grows. Our collaboration is a testament to what’s achievable when companies align to tackle global challenges together.
