H2 Axis Infrastructure d.o.o. is developing a pioneering 5 MW green hydrogen production facility on a one‑hectare site near Bjelovar, Croatia. AFRY provides the conceptual design and strategic technical groundwork essential for investor onboarding and the early stages of permitting.

A Site Ready for Renewable Transformation

Situated on a strategically positioned one‑hectare site near Bjelovar, the project benefits from strong utility integration potential and proximity to future industrial hydrogen off‑takers. AFRY initiated its work by compiling a detailed Base Data Report (BDR), capturing everything from site conditions and infrastructure interfaces to regulatory expectations and environmental considerations. This enabled the engineering team to advance with equipment definition, process modelling and layout development. The conceptual design includes a 2D master layout, a 3D plant model and a CAPEX overview, with finalization set for 26 September 2025.

Laying the Groundwork: Data, Context and Conditions

AFRY structured the foundational dataset required for engineering by analyzing site characteristics, utility availability and logistical constraints. The team also assessed relevant market conditions, hydrogen policy developments and Croatian regulatory frameworks. Early identification of permitting considerations ensured alignment with authorities and reduced project risk.

Engineering the Technology Backbone

Guided by the BDR, AFRY defined the technological parameters for major systems such as water treatment, electrolysis, hydrogen purification and storage, cooling, wastewater treatment and chemical dosing. Technical specifications for each system were developed to enable accurate sizing, integration planning and safety considerations.

Delivering a Complete Conceptual Design Package

The resulting conceptual design brings together all disciplines into a unified project view. A comprehensive plant layout illustrates operational flows, safety distances and equipment positions. A 3D model helps stakeholders visualize the future facility with clarity and confidence. Combined engineering arrangements, process, mechanical, electrical and civil, ensure the project is ready for the next steps in development. A CAPEX estimate rounds out the package, supporting early financial planning.
