AFRY played an important role in enhancing the machinery safety of Stora Enso's renewable packaging project in Oulu, Finland
The collaboration involved comprehensive risk assessments and the implementation of advanced safety measures to ensure the efficient and safe operation of machinery.
Stora Enso, a leading global provider of renewable solutions in packaging, biomaterials, wooden construction, and paper, invested approximately EUR 1 billion to meet the growing market demand by converting the remaining idle paper machine at its Oulu site in Finland into a high-capacity consumer packaging board production line.
In addition to AFRY’s engineering services, AFRY also provided machinery safety services for converting the paper machine into a board machine.
Comprehensive support in machinery safety
The collaboration began when AFRY's machinery safety experts assisted Stora Enso with the Feasibility study, focusing on procurement, CE marking, and general machinery safety.
At the start of the implementation planning, the machinery safety experts participated in technical negotiations related to machinery safety responsibilities, supporting Stora Enso and assisting in the preparation of contract appendices. They also developed a machinery safety management plan for the project. Subsequently, actions outlined in the plan were initiated, including:
- Risk assessments of interfaces and complementary machinery safety audits, for example, the interfaces between different machine suppliers or the interfaces between new and old machines
- Support for the CE marking process of the machines is on Stora Enso’s responsibility. However, thanks to successful procurement, there were only a few CE marking processes left
- General support during the project, including discussions with the machine suppliers
- AFRY’s machinery safety experts have helped assess the compliance of the machine suppliers’ delivery content with the Machinery Directive 2006/42/EC.

AFRY's expertise in health and safety services
AFRY has played a significant role in the project by providing health and safety services, including process risk assessments (HAZOP and LOPA). These assessments are crucial for ensuring safety, compliance, and efficiency in the conversion project. Respectively, AFRY’s machinery and process safety services were involved in the previous OCO project in Oulu. This previous experience provided AFRY with valuable insights and expertise, enabling it to contribute effectively to the current project.
