Owner’s Engineer for Neoen’s First BESS in Germany

Supporting Germany’s energy transition with flexible storage

Construction of the Arneburg Battery Energy Storage System started in 2025. Once commissioned in the second half of 2026, the system will provide 30 MW of power and 78 MWh of storage capacity, directly contributing to grid stability in Saxony-Anhalt. The facility connects to the grid via an existing 30 kV substation, enabling efficient and reliable integration into the local electricity network.

Neoen: one of the world’s leading independent producers of exclusively renewable energy, has been actively developing battery storage projects in Germany since 2023. In addition to two projects under construction, Arneburg and Willstätt, Neoen has established a significant pipeline of flexible battery storage projects, that will support the growing share of renewable energies in the electricity mix. The Arneburg BESS marks an important step in strengthening Neoen’s presence in the market and supporting the long‑term resilience of the German power system.

Comprehensive Owner’s Engineer services delivered by AFRY

As Owner’s Engineer, AFRY provides technical, commercial and regulatory support throughout procurement, construction and commissioning.

Procurement phase

• Review of tender documents and technical EPC requirements
• Ensuring compliance with German standards and regulations
• Advisory on the grid connection process
• Authorization and permitting due diligence
• Review of HSE-related EPC clauses and support on German HSE requirements

Execution phase

• Detailed design review to ensure compliance and quality
• Assessment of claims and change orders submitted by the EPC contractor
• Monitoring of HSE compliance during construction
• Site monitoring during construction and commissioning
• Verification that as-constructed works comply with EPC contract specifications and applicable technical and regulatory standards
