Supporting the development of the Paulo Afonso copper project in Brazil

A greenfield copper project supporting the energy transition

AFRY supports Vale Base Metals in the development of the Paulo Afonso Project through integrated project controls, planning and decision support. Working alongside the client, AFRY helps strengthen project governance, coordinate complex project activities and assist the client in preparing the project for the next stages of development.

Located in northern Brazil, the Paulo Afonso Project is a greenfield copper mine that will support Vale Base Metals' long-term growth ambitions and contribute to the future supply of copper needed for electrification, renewable energy and modern infrastructure.

Supporting a strategic copper development

The Paulo Afonso Project is a greenfield copper mine in the Brazilian Amazon. With an estimated annual production capacity of 70,000–100,000 tonnes of copper, the project will contribute to Vale Base Metals' ambition to significantly increase copper production by 2035.

Developing a project of this scale requires close coordination across engineering, environmental permitting, infrastructure and operational planning, while maintaining alignment between project scope, schedule and cost.

Bringing structure to complex project delivery

AFRY works alongside Vale Base Metals, providing project controls and management support throughout the development phase.

Our scope includes:

  • Project planning and schedule management
  • Cost estimation and cost control
  • Risk and performance analysis
  • Progress monitoring and reporting
  • Interface and stakeholder coordination
  • Document management for project studies
  • Decision support and scenario analysis

Through structured planning, transparent reporting and continuous follow-up, AFRY helps provide greater visibility of project progress while supporting informed decision-making across multiple disciplines.

Highlights

- Supporting the development of a large-scale greenfield copper project in Brazil
- Providing integrated project controls that strengthen governance, planning and decision-making
- Helping coordinate a complex mining project from development through key planning and investment milestones

Supporting the next phase of project development

The current phase of the project focuses on environmental permitting, engineering studies and preparation for future investment decisions.

AFRY supports the client by coordinating planning activities, identifying constraints early and implementing structured follow-up routines that improve predictability and help keep key milestones on schedule.

The same integrated approach also supports pre-feasibility studies, maturity assessments and project planning, helping strengthen governance and maintain alignment throughout project development.

Enabling long-term project success

Large-scale mining projects depend on effective planning, collaboration and informed decision-making from the earliest stages of development.

By strengthening project controls, improving planning processes and supporting collaboration across technical disciplines, AFRY helps Vale Base Metals advance the Paulo Afonso Project with greater confidence and control.
